Dr. Florian Hartleb has authored a trend analysis entitled “Terrorism in Europe” for the Austrian Federal Ministry of the Interior, published in the SIAK-Journal (2025/4).
The study identifies 60 key trends and demonstrates that terrorism in Europe is increasingly shaped by hybrid networks, lone actors, and digital radicalization processes. In addition to Islamist and right-wing extremist movements, the analysis also addresses conspiracy-driven milieus, new forms of violence aesthetics, cyber threats, and the misuse of artificial intelligence.
Three future scenarios up to 2040 outline possible trajectories. The conclusion emphasizes the need for a strategic, democratically anchored approach to counterterrorism that integrates security, societal resilience, and political education.
